Annual Report 2023 – Business Plan 24-25

The WSCP Business Plan sets out a number of priority areas of work for development. These are in addition to our ‘business as usual’ activities, and will typically change every couple of years as they become embedded.

Chapter Contents

  • Priority One – Embedding Systemic Practice
  • Priority Two – Strengthening the Relationship with the Education Sector
  • Priority Three – Embedding Change: Working Together, Family Help, WSCP Structure and Social Work Framework

Embedding Systemic Practice

The systemic practice model was officially launched in Wirral on the 2nd October 2023. This is our agreed model of practice for working with children, young people and families. Systemic practice emphasises the importance of forming strong purposeful and trusting relationships with families, and understanding how relationships within the family and with their wider network work.

The priority areas of work to help us embed systemic practice are set out below. If you want to know more about how this model works, we have a dedicated webpage which you can access here.

Strengthening the Relationship with the Education Sector

Schools, colleges, early years and childcare settings, and other educational
providers all have a pivotal role to play in safeguarding children and promoting their welfare. Their insight and co-operation are vital to the successful delivery of multi-agency safeguarding arrangements.

In 2023 the WSCP established a Safeguarding Education committee as part of the WSCP to help strengthen that relationship. The priority plan below sets out a number of areas of work we will complete over the coming twelve months:

The WSCP has an area of the website dedicated to information, guidance and resources for schools, colleges and all in the education sector, the pages can be accessed here.

The WSCP also offers a comprehensive package of training for the education sector, details of which can be accessed here.

Embedding Change: Working Together, Family Help, WSCP Structure and Social Work Framework

Working Together to Safeguard Children (2023) published by the government, is the statutory guidance which sets out multi-agency responsibilities to safeguard and promote the welfare of children. The latest version of Working Together was published in December 2023 and includes a number of areas which will require development over the next year. The main changes are set out in the 7 minute briefing below:

Working Together (2023) was published alongside the government’s first national framework for children’s social care. This document sets out the purpose, principles for guidance and expected outcomes of children’s social care. Taken together, both documents mark a significant change in the way multi-agency safeguarding arrangements are organised across the continuum of need. The priority actions for the WSCP are:

You can also find the full Working Together document along with the Children’s Social Care Framework and helpful summary documents published here.
