On this page you will find a glossary of common safeguarding terms used in the annual report.
ABUSE and NEGLECT | Forms of maltreatment of a child |
ACES | Adverse Childhood Experiences – highly stressful, and potentially traumatic, events or situations that occur during childhood and/or adolescence |
ASSESSMENT | Process of determining the needs of a child, the level of risk to them, and the services needed to support improved outcomes |
CAFCASS | Children and Family Court Advisory and Support Service |
CAMHS | Child and Adolescent Mental Health Service |
CCG | Clinical Commissioning Group – commissioned health services. Was replaced by the Integrated Care Board in July 2022 |
CDOP | Child Death Overview Panel – reports on every child death |
CE | Child Exploitation – term for all forms of exploitation of children, including criminal and sexual exploitation |
CHANNEL | Channel is a multi-agency safeguarding programme run in every local authority in England and Wales. It works to support vulnerable people from being drawn into terrorism |
CIN | Child in Need – social care intervention to ensure child’s needs are met |
CLA | Child who is Looked After |
CONTEXTUAL SAFEGUARDING | Refers to safeguarding risks from outside of the family home, for example online grooming |
CP | Child Protection – social care intervention to ensure child suffering or at risk of significant harm is kept safe |
CSE | Child Sexual Exploitation – child(ren) sexually exploited by adults |
CSPR | Child Safeguarding Practice Review – a statutory review undertaken by the WSCP |
CWP | Cheshire and Wirral Partnership NHS Foundation Trust |
CYPD | Children and Young People’s Department – local authority children’s services |
DA | Domestic Abuse – wide term for all aspects of domestic oppression |
DBS | Disclosure and Barring Service – undertake criminal record checks |
DV | Domestic Violence – incidents of domestic abuse |
EHAT | Early Help Assessment Tool – a multi-agency assessment used in cases below the children’s social care threshold |
EHC | Education Health and Care Plan – a multi-agency plan to support a child with special educational needs who requires specialist or additional support |
FGM | Female Genital Mutilation – illegal practice of female circumcision |
FM | Forced Marriage – unlawful practice of marrying off girls and women without their consent |
FSW | Family Support Worker – helps families who experience difficulties |
HBV | Honour Based Violence – crimes committed to defend so called ‘honour’, often within families |
HWBB | Health & Wellbeing Board – local statutory body to set strategy to improve wellbeing |
ICB | Integrated Care Board – commissions health services. Replaced the CCG in July 2022 |
IFD | Integrated Front Door – the single front door for contacts and referrals into children’s services |
IRO | Independent Reviewing Officer – ensure plans for children who are looked after or subject to CP plans are robust |
JSNA | Joint Strategic Needs Assessment – identifies health and wellbeing needs |
JTAI | Joint Targeted Area Inspection – themed inspection undertaken by Ofsted the Care Quality Commission and His Majesty’s Inspectorate of Constabulary |
LADO | Local Authority Designated Officer for Allegations – oversees process for investigating allegations against people in positions of trust |
LP | Lead Professional – leads a multi-agency intervention for a child |
MAPPA | Multi-agency Public Protection Arrangements – management of offenders |
MARAC | Multi-agency Risk Assessment Conference – to discuss risks to victims of domestic abuse |
MASH | Multi-agency Safeguarding Hub – enables rapid information sharing |
MFC/ MFH | Missing from Care/ Home |
NATIONAL PANEL | A government panel who oversee the CSPR process across the country |
OFSTED | Office for Standards in Education – inspects children’s services, schools and colleges |
OPERATION ENCOMPASS | – Police initiative to inform schools of DV call outs with children present |
PREVENT | Prevent is a part of the government’s counter terrorism strategy, which aims to stop people being drawn into radical or terrorist activity |
QA | Quality Assurance |
RAPID REVIEW | WSCP led multi-agency review to determine whether the threshold for a CSPR is met |
S11 | Section 11 (of the Children Act) – organisations safeguarding responsibilities, audited by the WSCP |
S17 | Section 17 (of the Children Act) – criteria for Child in Need |
S47 | Section 47 (of the Children Act) – criteria for Child Protection |
S175 | Section 175 (of the Education Act) – schools safeguarding responsibilities, audited by the WSCP |
SAPB | Safeguarding Adults Partnership Board – adult services version of the WSCP |
SUDIC | Sudden Unexpected Death of an infant or child |
VCF | Voluntary, Community and Faith – term for all non statutory agencies |
WT 2018 | Working Together to Safeguard Children 2018 – latest edition of multi-agency statutory guidance |
WSCP | Wirral Safeguarding Children Partnership – our local safeguarding partnership |
WUTH | Wirral University Teaching Hospital NHS Foundation Trust |
YJS | Youth Justice Service |
